The Board of Topsham Moorings Limited is made up of representatives from the following organisations:
- Board members who have been voted on to the Board – each of whom are independent Mooring Licence holders
- Topsham Sailing Club
- Topsham Small Craft Club
- Exeter City Council as Harbour Authority
- Four – Independent Mooring Licence holders – duly elected by mooring licence holders
- Co-opted Members with an interest in the River Exe at Topsham
